Six months after Congress approved spending tens of billions of dollars to help evicted renters, South Carolina was still looking for tenants. They were all nine of them. It, like most states, had a large sum of money to distribute — $272 million. However, by June, it had distributed just over $36,000. The pace has since quickened, but as of Aug. 20, South Carolina had only distributed $15.5 million in rent and utility payments, or about 6% of its funds.
